Yes. Practice has no clock and no falling, and lets you choose which operations to work on, so you can drill just times tables if you like.
Turn on Use iCloud in Settings on both devices, and make sure both are signed in to the same Apple Account. High scores, achievements and stats then stay the same on each.
Check you are signed in to Game Center in the Settings app. Scores and achievements are reported when a run ends.
